Austria. Maybe 1920's-1930's.
Heller is the name of the currency at the time.
I'm thinking that these were like air mail or special delivery, newspaper stamps  or some other internal use for Austria, not regular postage stamps.
 Those stamps were very common, but not sure about uncut sheets.

i believe there is little to no demand for these stamps today. That said, you may wish to check with the Scott's Catalogue (for a retail estimate of value) then post the stamps on Ebay if you wish to sell them. I checked Ebay for your stamp and found none available today nor any recent sales.
