It reminds me of and resembles a thumb pick, for banjo.  Some were made of brass.

Hello,
 I found a ring with the same color crud on it. I took 1500 gr sand papper and cleaned it off. it may have a mark inside of it. might be a chief head. look up the makers mark. older rings have it. You can use a dremel tool with a small brass brush or stainless on it it will come up great and it will not scrash. keep it on low speed. Eastcoast metal detecting
