Please help ID this 1888 kaiser Wilhelm 1st medal

Hi there, just wondered if anyone can possibly help id this little medal, its approx 24 (ish) mm without the loop on the top... it appears to be silver, or tarnished like it at least!
Details are
In raised relief to the front:

WILHELM I. DEUT. KAISER

9. MARZ 1888

In raised relief to the reverse:

"ICH HABE

NICHT MEHR ZEIT

MUDE ZU SEIN"

with a signature


Here is a picture, front and back...its a lovely little thing and I just wondered about its history and what it is called...

yes Don, thats a really good point that I hadnt even thought about before!...I've searched everywhere to try and find some reference to this medal and I sincerely cant find anything anywhere... the only one that come up regularliy is the 1897 bronze centenary medal.

Ah well, if you are able to discover any thing about it, please do let me know I would really appreciate it.
