 I'm not sure what that thing is  but I do know Breezie's on the roll again.  I don't know the exact date the invented them but I've dug  a lot broken ones in civil war camps. I'm attaching a pic of a whole silver one I dug in an 1861 camp of the 4th South Carolina.

Im assuming it has a bottom, ... like a container? When you say it rotates, do you mean opens and closes like a spice container? Put a pin or wire in the hole and see if it closes.

Too bad it wont open easily because there may be residue inside that could help with the ID.

It just dawned on me what this is . . . It's a Victorian Sachet Holder.  Ladies would put perfumed powder in the container, then put the container in a dresser drawer to keep their clothes smelling fresh.  I bet if you could use  a wee bit of WD-40 under the cap, and open it, it still may have some type of perfumed powder smell.  I'll see if I can't find a pic to go along with my idea. I don't think women took loose powder in a cylinder container in their purse during the Roaring '20's because the "compact" was already invented(1890).   Of course, makeup has been used since the Renaissance era,  invented by a woman named Signora Toffana.  She created a face powder called Aqua Toffana, which was made from arsenic. (sounds yummy doesn't it; lol) In 1914 Max Factor invented what we consider today as 'make-up,' then followed by the Maybelline sisters and then Revlon.    I'm still going with a sachet holder to be placed in clothes drawers.  Breezie

My Catholic friend was reading over my shoulder, saw the pic, and said it was an old Holy Water container.  I'm still going with sachet/powder holder, and I agrees with Taz, I'd open it.   It may be like a "Weather Rock" after you open it.  If it has salt in it, it's a salt shaker, if it has a perfume smell, yada yada yada. Colonial mens wig powder tin. The black paint suggests it was made for a man.

That doesn't look like a hole in the center. Look at the shadowing and the light reflecting off the top of the convex shape. It appears to be a rivet holding the cap in place. If it were a hole, the lid would appear to be much thicker than the body. An earlier post said it was too thin for pressurization and I'm guessing the lid and the body are the same thickness.

big hole in cent might be for a knob to slide a plate with holes to line up with smaller holes to open and close so it would not spill out in pocket or purse

The material thats inside may very well be rust, the holes are not big enough for toothpicks, so thats pretty well out.

So a powder shaker or holy water sprinkler sounds more like it ,it had some gold gilting on it at one time.

I believe its a handle for a pair of Opera Glasses.
Did Cara Nome make opera glasses? I googled it but couldnt find any connection. Huh
