frame of asstd stuff with fish hooks

here is another frame I ran across
a lot interesting stuff, copper points, tiny points
big and small fish hooks, colored scrapers, bone point, pendants knife handle, 9 beads, awl, drills, plain game piece, etc.
the piece with the holes is either a gorget or a blank that was the start of the making of a pair of fish hooks I can't
tell what do you think???
