Could be but, if it IS a skeleton, I think it is too intact for being in the qcean for that long.  I think the critters would scatter it more.  The seas aren't usually too rough around Aruba but they must have had a storm or two.  If the photo was taken by snorkelers, it wasn't very deep.  If it's a skull, it's facing down.

It was on the news a few days ago that one of the suspects was caught on tape admitting that they had buried her in a landfill.
