Well, as best I can tell, it isn't military issue, which will make it harder to ID.  Since there were and are so many infinite varieties of civilian buttons, nobody will ever be able to write an all-inclusive reference book on them.

Just a wild guess from the general style of it: I would say it's from the Victorian era (1837-1901).  Has a "late 1800s" look to it.
